The City Council went into closed session from 6:46PM to 7:00PM.

Upon coming out of closed session, Councilman Jacobson moved and Heronimus seconded the following motion, Negotiations with Xcel Energy on a distribution system purchase price under the Minnesota Statutes, Section 216B.45 compensation provisions have reached an impasse. Therefore, I move that the City bring a petition to the Minnesota Public Utilities Commission to commence a contested case proceeding to determine the compensation to Xcel required for a City purchase of Xcel's electric distribution system in the City; and that City staff be authorized to do all things necessary to file such a petition. The motion was carried with all members voting Aye.

The meeting was then adjourned by Mayor Carney at 7:02PM
